How does it work? Web, remote and biometric clocking

Daily working-time recording has been mandatory for staff on employment contracts since 2019, and in the public sector it is added to the working-hours control of civil servants. SICON centralises all clockings, whatever their source, with your organisation's clocking types and public holiday calendar.

Frequently asked questions Common questions about time and attendance

Is working-time recording mandatory for a city council?

Since May 2019, Article 34.9 of the Spanish Workers' Statute (Estatuto de los Trabajadores) has required the start and end time of each working day to be recorded for staff on employment contracts, and public administrations also apply their own working-hours rules to civil servants. SICON lets you keep that record in an orderly way for all your staff.

Can staff clock in when working remotely or away from the office?

Yes. As well as the terminals in the buildings, SICON allows clocking in from the browser and recording the location by GPS, so that staff working remotely or out in the field also record their working hours.

Does it work across several municipal buildings?

Yes. It is designed for staff spread across several buildings: each one can have its own clocking terminal and all records can be viewed in the same application.

Is it mandatory to use fingerprints to clock in?

No. Biometric clocking is just one option; staff can also clock in via the web. If you opt for biometrics, bear in mind that this is special category data under the GDPR, and you should assess with your data protection officer whether it is proportionate and what alternative to offer.

What does facility maintenance have to do with time and attendance?

In many city councils, the same department manages both staff and building maintenance. SICON brings both together: the inventory of security and fire protection equipment, incidents and maintenance jobs, alongside working-time recording.
